Foster carers will be invited to attend panels where a child is being presented as being in need of permanent substitute family care.

It is important for the panel to have as full and clear a picture of the child as possible. As the person living with the child 24 hours a day, the carer is particularly well placed to provide information about the way that the child functions within a family.
